On the 21st of February, SDUT held the 6th Plenary (Expanded) Session of the 4th Party Committee and the Meeting for 2024 Work Reviewing and 2025 Task Planning at the Student Art Center Hall of SDUT. The event centered on deeply studying the spirit of the 3rd Plenary Session of the 20th CPC Central Committee and XI Jinping’s Educational Philosophy, carrying through the spirits of National Conference on Education, The 2024-2035 Master Plan on Building China into a Leading Country in Education, and National and Provincial Conference on Education. Participants reported on the SDUT’s work in 2024 comprehensively, analyzed existing problems and reasons, proposed initiatives for improvement and enhancement, and arranged the deployment of work in 2025.
The meeting designated 2025 as the “Year of Breakthrough”. New breakthrough of the University’s Development towards higher capacity levels should be achieved by unified efforts.
HU Xingyu, LI Yuxia, SU Shoubo, DU Fangling, NIE Faliang, GUO Qingbing, CHEN Shengwei, CUI Huanyong, CONG Hailin, CHEN Jing, and FENG Yiyu attended the meeting as members of SDUT’s leadership team. Additionally, present were also members of the Party Committee, members of the Disciplinary Committee, mid-level cadres, members of SDUT’s Academic Committee and heads of the Faculty Committees, secretaries of Youth League Committees and Party Branch Secretaries of various schools.
HU Xingyu, Secretary of the Party Committee of SDUT, delivered a speech. In his speech, HU Xingyu reviewed and summarized the work undertaken by the Party Committee of SDUT in 2024, and deployed the work for Party building in 2025, systemically set forth the main work for achieving new leaps in the University’s development towards higher capacity levels by unified efforts, and put forward requirements for delivering a good performance.
HU Xingyu summed up the work of the Party Committee of SDUT in 2024 from 5 aspects: exerting core leadership and firmly steering development, elevating political awareness and deepening full and rigorous self-governance; enhancing cohesion and forging the Party’s soul, as well as enhancing the quality and efficiency of publicity and culture; implementing the guiding principles of the Party and constantly stimulating the vigor of grassroots organizations and key officials; making major efforts to promote “One Integration, Two High Qualities” and constantly achieving new results.
As for the work of the Party building in 2025, HU Xingyu pointed out the following 5 points. First, SDUT should adhere to the political development as a primary project, vigorously shouldering responsibility for full governance over the Party with strict discipline. Second, SDUT shall ensure that education performs its fundamental mission of fostering virtue and improve the quality and efficiency of ideological and political education among teachers and students. Third, the party organization should be consolidated to stimulate organizational vitality and enhance team combat capacity. Fourth, publicity of the party’s ideology should be enhanced to consolidate cohesive strength for united progress. Fifth, reforms should be deepened comprehensively to continuously improve governance capabilities and standards.
HU Xingyu emphasized that in 2025, SDUT must firmly seize the invaluable golden opportunity for higher education development and closely focus on the theme of high-quality development, concentrate on efforts and tackle key issues from twelve aspects, striving to attain a new leap in development capacity: first, tackling the key issues of laying out disciplines plans and focusing on development to realize a new leap in constructing high-level disciplines; second, reforming the teaching paradigm to realize a new leap in improving the quality of talent cultivation; third, making a new leap in scientific research by boosting team work in scientific research; fourth, deeply integrating with Zibo to realize a new leap in serving the society; fifth, innovating talent recruitment and cultivation mechanisms to realize a new leap in improving developmental capacities; sixth, strengthening cadre teams building to make a new leap in strengthening professional competency and entrepreneurial spirit; seventh, expanding financial resource development to realize a new leap in providing a solid guarantee for the development of SDUT; eighth, promoting reform and innovation to realize a new leap in governance capacities; ninth, striving to deepen collaboration for a new leap in development; tenth, strengthening ideological and political work to realize a new leap in guaranteeing development security; eleventh, prioritizing scientific planning to ensure a new leap in the quality of the development blueprint; twelfth, ensuring thorough implementation of requirements above to achieve a leap in development capacity.
HU Xingyu pointed out six key requirements for effectively carrying out the work in 2025: prioritizing Party building’ leadership to give full play to its pioneering role; striving for excellence in all endeavors and elevate work standards, seizing valuable opportunities proactively to gain development advantage; focusing on critical priorities to solve problems in efficiency; strengthening the realization of solidarity and cooperation to forge a powerful synergy for development; persisting in continuous efforts with courage to assume responsibilities for lasting achievements.
LI Yuxia, President of SDUT, reviewed the work of SDUT in 2024 systematically, analyzed existing problems and challenges, and laid out the work plan for 2025.
She comprehensively reviewed the progress of SDUT from some key aspects: discipline development, talent introduction, education& cultivation and talent training, scientific research and social services, internationalization of education, resource condition construction.
LI Yuxia stressed that while acknowledging our achievements we must also clearly realize that considerable gap still exists between the rate of 2024 KPI and the goal set in the 14th Five-Year Plan. Furthermore, we are facing formidable challenges in high-level academic discipline development which needs us to make concerted efforts to surmount them.
LI Yuxia proposed that 2025 marks the final year of the 14th Five-Year Plan and is critical for laying solid foundations for the upcoming 15th Five-Year Plan period. It is also “the year of making great leaps” for our school. We should be courageous and hard-working and focus on promoting characteristic development, innovative development, and leapfrog development to achieve a comprehensive leap in all undertakings of the university. Firstly, we should highlight the leading role of discipline construction and continuously strengthen the distinctive advantages of the university. Secondly, we should strengthen the work of talent recruitment and cultivation, and strive to achieve a new leap in talent team construction. Thirdly, we should implement the fundamental task of fostering virtue through education to comprehensively improve the quality of talent cultivation. Fourthly, we should enhance organized scientific research and elevate the level of scientific research and social services. Fifthly, we should strengthen the construction of resources and conditions to enhance the capability of supporting the rapid development of various undertakings. Sixthly, we should continue to comprehensively deepen reform to fully unleash the driving force for development.

2024 SDUT advanced sections were commended at the meeting. LI Yuxia signed the 2025 Key Performance Indicator (KPI) Responsibility Agreements with the heads of each school.
