Recently, six provincial departments of Shandong government, including the Department of Science and Technology, issued the Comprehensive Pilot Implementation Program for Deepening Scientific and Technological Achievements Transformation Mechanism Reform and announced the list of pilot units. SDUT was selected as one of the pilot units.
This is an important initiative of the Shandong Province to implement the national innovation-driven development strategy. It aims to break down obstacles that restrict the transformation of scientific and technological achievements by reforming the institutional mechanism. This move fully stimulates the enthusiasm, initiative, and creativity of scientific and technological professionals. This pilot initiative is expected to develop a replicable and propagable set of experiences and models.
According to the general requirements set forth in the Comprehensive Pilot Implementation Program for Deepening Scientific and Technological Achievements Transformation Mechanism Reform, SDUT will carry out pilot projects in the following six areas, including establishing a separate management system for scientific and technological achievements; implementing the practice of utilizing surplus funds from commercial research projects to finance technology transfer; exploring the rights and interests transfer model; exploring the use first, pay later model; promoting the university-enterprise cooperative talent attraction and sharing model; and strengthening the development of a full-time talent pool for technology transfer. The pilot projects will explore and introduce a system that grants ownership of job-related achievements to scientific and technical personnel, and establish an evaluation system oriented toward technology transfer outcomes. Additionally, it will help formulate management policies for state-owned assets of scientific achievements, technology transfer institutions, and platform development—all aligned with the principles of scientific and technological innovation. All in all, this move will establish and improve the system and mechanism for the transformation of scientific and technological achievements with the characteristics of SDUT.
